Multi-phase Terraform deployment for Azure AKS with FluxCD and rule Gatekeeper encounters state management and secret encryption challenges | Includes VNet, KeyVault, ACR, and OpenAI integration with rule compliance requirements

Issue

The deployment process encountered significant challenges due to two major integration problems: conflicts in state management during a Terraform migration and gaps in secret encryption, which caused failures in automated deployment workflows.

During the transition from a modular Terraform structure to a flat configuration, the system experienced state conflicts where legacy modules and new resources collided, leading to deployment failures. Additionally, encrypted secrets generated by Terraform did not properly integrate with the FluxCD system, resulting in decryption errors and blocked deployments. Finally, compliance policies enforced by Gatekeeper were not met, as Kubernetes manifests lacked required labels and resource constraints.

Culprit

  1. State Management Conflicts: The migration from modular to flat Terraform configurations caused inconsistencies in resource tracking, leading to conflicts during state updates and failed lookups for previously defined resources.

  2. Secret Encryption Gaps: Terraform outputs were not formatted correctly for the encryption tool (SOPS), and the FluxCD configuration did not properly reference the decryption keys, breaking the secure secret injection process.

  3. Policy Enforcement Gaps: Kubernetes manifests did not include necessary compliance labels or resource limits, causing Gatekeeper to reject deployments due to violations of predefined rules.

Solution

The challenges were resolved through a structured approach:

  • State Migration: Legacy modules were systematically archived, and resources were restructured to eliminate conflicts. The state was updated to reflect the new configuration, ensuring all resources were properly tracked.

  • Secret Encryption Pipeline: Terraform outputs were reformatted to produce encrypted values compatible with SOPS, and FluxCD was configured to correctly reference the decryption keys, enabling seamless secret injection into Kubernetes clusters.

  • Compliance Implementation: Kubernetes manifests were updated to include mandatory compliance labels and resource constraints. Gatekeeper policies were reinforced with stricter validation rules, and automated checks were implemented to verify compliance before deployment.

These changes ensured a smooth migration, secure secret handling, and adherence to compliance standards throughout the deployment pipeline.
