Terraform parser cannot resolve variables in nested dynamic blocks inside modules, causing 'unsupported attribute' errors | Attempts to simplify complex ACR/AKS/KeyVault modules broke customer-managed encryption and premium SKUs

Working with Terraform 1.5+ to implement a banking-grade Azure infrastructure using the Layer Separation Pattern, specifically deploying ACR Premium, AKS with SLA, and KeyVault Premium with customer-managed encryption. The architecture follows HashiCorp best practices and Azure Enterprise-Scale patterns with strict compliance requirements.

Issue

Terraform failed with an Unsupported attribute error when processing nested dynamic blocks inside modules. The error occurred during the terraform plan phase while attempting to resolve variables in nested configurations, such as var.allowed_ip_ranges. This prevented the deployment of the entire infrastructure pipeline.

Culprit

The root cause was Terraform’s variable scoping limitation with nested dynamic blocks in module contexts. The architecture employed an overly complex design with:

  1. Circular module dependencies between ACR, AKS, and KeyVault modules.
  2. Excessively nested dynamic blocks, exceeding Terraform’s parser capabilities.
  3. Module boundary issues, where variables lost context when passed through multiple dynamic layers.

An attempt to simplify the architecture nearly removed critical security features, including downgrading ACR Premium to a Basic SKU, removing customer-managed encryption keys, and disabling geo-replication.

Solution

Implemented a Layer Separation Architecture with flat HCL files, eliminating nested modules:

1. Foundation Layer

  • Flat resource definitions for long-lived infrastructure, including virtual networks and KeyVault Premium resources.
  • Outputs for Layer 2 consumption, ensuring proper dependency management.

2. Application Layer

  • Remote state references to consume outputs from the Foundation Layer.
  • Flat dynamic blocks that resolved the previously encountered parser errors.

Key Security Features Preserved

  • Customer-managed encryption for compliance with regulatory standards.
  • Geo-redundancy for high availability.
  • Premium SKUs for ACR and KeyVault to maintain enterprise-grade security.

Result:

  • ✅ Resolved the Terraform parser error.
  • ✅ Maintained all banking-grade security features.
  • ✅ Preserved ACR Premium, KeyVault Premium, and AKS SLA.
  • ✅ Enabled successful CI/CD pipeline execution.
  • ✅ Achieved full compliance with rule/ISO 27001/SOC 2 standards.
